The Development Bureau of Hong Kong has received eight expressions of interest (EOIs) from enterprises for the proposed marina development at the expansion area of the Aberdeen Typhoon Shelter. The EOI submission period, which began on January 24, 2025, concluded on April 24, marking a key step forward in the government’s broader plan to boost yacht tourism in the region.

According to a spokesperson; "The enterprises and organisations making the submissions include local and overseas developers, hotel and entertainment groups and marina developers and operators. We will consolidate and analyse the collected feedback to firm up the development parameters and requirements for the marina within this year for undertaking various technical assessments and the necessary statutory procedures. If a feasible market proposal is received during the EOI exercise to speed up the process, we will actively consider an earlier tender time."
While the identities and details of the submissions remain confidential due to commercial sensitivity, the feedback will play an important role in shaping future tender conditions and the overall development approach. A tender is currently anticipated in 2027.
The initiative stems from the 2024 Policy Address, which announced government plans to promote yacht tourism through new marina developments in three locations, including the Aberdeen Typhoon Shelter. The government intends to seek funding approval from the Legislative Council in 2026 to expand the shelter, increase mooring spaces for the public and enable market-driven development of the marina.
The planned development reflects a move to leverage private sector expertise in enhancing marine infrastructure while strengthening Hong Kong’s position as a regional hub for recreational boating and marine tourism.
